I noticed something over the weekend, when sending an SMS from a verizon phone I no longer received the traditional delivery confirmation.

After emailing Verizon asking them why I was told that they had ended the delivery confirmation feature to improve network capacity. So the question is, since Verizon disabled a feature are you entitled to exit your contract? Probably not but I am sure some will try to use it as an excuse.
